need help with freedom of information/ privacy act

my passport expired and for me to get a new one my embassy wants me to
send you a ffreedom of information/privacy act to the ins stating that
i have not acquired citizenship yet or are not in the process because i
dont have a a# yet
my problem or worry is....if i send that you to the ins giving my
embassy permission to get all the information they need for issuing a
new passport for will i get in trouble?
can they just take me away and be like...haha thats what you get?
any info on what rights they or i have would be appreciated
