Can i bring my sister-in-law to uk?

Hi,

i have two questions

1. I am on work permit for more than 3 years in UK and will apply for
PR this september.
my wife is on spuse visa since 3 years with me in UK, can she apply for
a PR at the same time? or does she have to wait for four years?

2. when I or my wife gets a PR, can i sponsor my sister-in-law(over 18)
and mother-in-law(below 65), they both are financially dependant on my
wife. The priority is to bring my sister-in-law first. What are the
requirements?
