can I bring my Fiance to the UK?

1) Please let me know the law of geting your fiance to the UK
2) Once in the UK, how long it takes to register for civil partnership
3) Once married at the registary office, how long it takes to register at the home office?
3) Can the wife leave the country during this period and if so how long for?
4) How long it takes to become a UK resident and before she can apply for a British Passport

Civil Partnership is for same-sex couples only. This link
http://www.gro.gov.uk/gro/content/marriages/ should help assuming that it is
marriage that you're after. It is not fully up-to-date, and doesn't seem to
take account of changes in the Rules that mean that you can only marry in
certain designated Registry Offices. Details are on
www.ind.homeoffice.gov.uk, but that site is very slow at the moment so I
can't give you a link to the specific page.

takes to register at the home office?

No experience of this, I'm afraid...

4) How long it takes to become a UK resident and before she can apply
for a British Passport

There is a two year probationary period, following which your wife will be
able to apply for indefinite leave to remain (=permanent residence). If you
are a British citizen, she will be able to apply for naturalisation as a BC
after a total of three years residence in UK. If you are a permanent
resident, rather than a BC, she will need to complete 5 years residence.

The fiancé visa is a multiple entry clearance, so the answer is yes, she can
leave and return for any length of time during its validity.
